Entry permission comes first
Whether you need a consular visa depends on your nationality, passport and travel purpose. A visa allows you to seek admission under its conditions. It does not by itself grant permanent residence.
Residence is the longer-term procedure
Legal residence is handled through the applicable Uruguayan migration procedure. There are nationality-based, family-based and activity-based paths. Some eligible applicants can seek permanent residence directly.
Tax residence is a separate assessment
Tax residence has its own tests. Immigration approval does not settle every tax question, and published tax-residence investment thresholds are not a purchase price for a residency permit.
Put the steps in order
Confirm entry requirements, then the residence route, then any separate tax advice needed for your income and plans. Keep the timing and costs for each process distinct.
